no, if you look at a "normal" picture of it you will see, that it has two levels: the one that can open for ships which the traffic is on. and two smaller "bridges" across the top (which featured on the final of last years "The Apprentice" on the BBC ;). and this photo is taken from the "traffic level" of the bridge.
when you take the boat through the bridge they usually tell you that you should wave to the people on the bridge. if they wave back it brings you 10 years of misfortune :D i can still only recommend the river cruises down to greenwich.

Never been to London but it looks like a bridge. I don't know the names now, but all I can remember is tower bridge and I don't suppose that is it.
